Making Europe more democratic? The European Citizens' Initiative. Watch the video of the event!
The Lisbon Treaty puts in place a new democratic instrument - the so called European Citizens' Initiative (ECI) - which will give citizens the chance to have a greater say in European politics. However, important questions are still open for discussion: 'How will the ECI work in practice and how can regions contribute to it or make use of it? Will it finally contribute to making Europe more citizens friendly and transparent?

Article 11 of the Lisbon Treaty
1. The institutions shall, by appropriate means, give citizens and representative associations the opportunity to make known and publicly exchange their views in all areas of Union action.
4. Not less than one million citizens who are nationals of a significant number of Member States may take the initiative of inviting the European Commission, within the framework of its powers, to submit any appropriate proposal on matters where citizens consider that a legal act of the Union is required for the purpose of implementing the Treaties. The procedures and conditions required for such a citizens' initiative shall be determined in accordance with the first paragraph of Article 24 of the Treaty on the Functioning of the European Union.
The Commission launched a public consultation with its Green Paper on the European Citizens' Initiative, which gives an overview of the legal, administrative and practical issues that will need to be addressed by the Regulation and therefore asks a number of questions to which interested parties are invited to respond by 31st January 2010.
