The AER is cooperating with a number of institutions within the European context: first and foremost with the European Union - in particular the Committee of the Regions, and the Council of Europe - in particular the Congress of Local and Regional Authorities. AER was a key player in the creaing of the two regional advisory bodies within the two major European institutions and is still keeping close relations to both. In addition the AER is working together with regional associations active on European level.
AER is closely following the work of the European Commission in various fields relevant for regions. It aims at making the European Commission decisions and actions transparent to AER members and at informing the Commission services about the concerns of the regions.
The Commission’s annual work programme translates the annual policy strategy into policy objectives and an operational programme of decisions to be adopted by the Commission. It sets out major political priorities and identifies legislative initiatives, executive and other acts that the Commission intends to adopt for the realisation of these priorities.
The Memorandum of Understanding between the CoR and the AER maps out the main areas of cooperation between the two regional bodies.

In 1994 the Congress of Local and Regional Authorities succeeded the Conference as a Council of Europe consultative body. Being intended to genuinely represent both local and regional authorities, it comprises two chambers: the Chamber of Local Authorities and the Chamber of Regions. AER members and the AER secretariat are regular visitors of the Congress' sessions while representatives of the Congress are regularly invited to AER's political meetings.
