Co-operation between the AER and the UNDP

GENERAL FRAMEWORK

Memorandum of Understanding

The United Nations Development Programme and the Assembly of European Regions, taking into account the importance of decentralised co-operation as an effective mechanism for sustainable development and noting the common comitment to the promotion and implementation of such mechanisms, jointly agree to the development of a concrete cooperation framework based on the principles contained within this Memorandum of Understanding

MEMORANDUM OF UNDERSTANDING
UN – Regions partnership “Towards Low carbon and climate change resilient territories”

UNDP and UNEP have developed, with eight associations of Regions  a global programme to promote low carbon neutral and climate change resilient territories entitled, “Towards Low Carbon and Climate Change Resilient Territories.”  (see attached brochure presentation). This Programme is being carried out within the context of UNDP’s 2008 – 2011 Climate Change Strategy, which has been approved by the Governing Board of UNDP (June 2008).

The objective of this UN – Regions partnership is to train 500 regions from developing countries on climate change in the next 5 years and to assist 50 of these regions in the preparation of integrated climate change strategies and action plans, as a mean, among others, to implement National Adaptation Action Plan where and when they exist, that will result in low carbon and climate change resilient development initiatives (public policy and investments).

The program will provide assistance on assessing, accessing and sequencing funds for these initiatives, notably through the project development platforms and financial facilities that have been created or are being established (such as Clean Development Mechanism, MDG Carbon, REDD, risk transfer, ecosystems & business).

ART - Der Rahmen für die Initiative

AER is a partner in the ART, an international cooperation initiative that brings together programmes and activities of several United Nations Agencies: UNDP, ILO, UNIFEM, UNESCO, UNITAR, UNHCR, UNOPS, WHO and others. It promotes a new type of multilateralism in which the United Nations system works with governments to promote the active participation of local communities and social actors from all countries. ART shares the Millennium Development Goals.

Erreichen der MDGs

The world leaders have the commitment to attain the Millennium Development Goals (MDG) by 2015. These Goals have been established by the United Nations and the United Nations Programme for Development (UNDP) has launched programmes like ART for the territorial entities.

This resolution, produced by the AER network "International Solidarity", takes into account that the local and regional authorities are actors in the field of "International Solidarity" and encourages all regions to integrate the MDG in their development strategies.
