The legal provisions of the instrument for territorial cooperation in Europe - the European Grouping for Territorial Cooperation (EGTC) - are to be reviewed in 2011. In order to feed local know-how into the revision process a consultation was organized in 2010 where regional and local authorities, Member States and EGTC stakeholders were asked to provide inputon their EGTC experience and concerns.
The results of the consultation process were presented at the Open Days in Brussels, at the European week of regions and cities in early October 2011.

AER position adopted at the General Assembly 2010 in Istanbul
AER Analysis based on the Working Document of the Committee on Regional development of the European Parliament on the Proposal for a Regulation of the European Parliament and of the Council establishing a European Grouping for Cross-Border Co-operation (EGCC).
The Assembly of European Regions organised a working meeting with the European Parliament on 15 February 2005 to discuss the European Commission's proposal to create a European Grouping for Cross-border Co-operation.
The legal framework for the implementation of co-operation programmes has been improved by the introduction of particular provisions in the draft General Regulation and the draft ERDF Regulation.
Since 1st August 2007, the new legal instrument for a "European Grouping of Territorial Co-operation" (EGTC) has entered into force. It intends to facilitate the implementation of co-operation programmes by allowing for Member States, regional authorities, local authorities and/or bodies governed by public law from at least two Member States to associate under a joint convention.
