
Cutting red tape will allow companies to spend more time on their core activities and free up resources for research, innovation and growth. In order to raise awareness of the importance of reducing red tape stemming from European law and to identify new suggestions for particular bureaucracy problems, the “High Level Group of Independent Stakeholders on Administrative Burdens” chaired by Dr. Edmund Stoiber and joined as well by Ricardo Illy, former president of the AER, initiated at the beginning of this year a competition called “Best Idea for Red Tape Reduction Award”. With this competition the High Level Group does not only want to identify new ideas on how to reduce red tape, but in particular wants to encourage active participation by businesses and business associations, citizens and all levels of public authorities to contribute to the improvement of European legislation. The AER is working in cooperation with the European Commission in order disseminate information about this award.
Identifying new suggestions for reducing unnecessary bureaucracy stemming from European law, which could be seized by the European Commission within the Action Programme for reducing bureaucracy,
Raising awareness of the importance of reducing bureaucracy with respect to the future of Europe, and
Encouraging active participation by businesses and business associations, as well as citizens, public authorities and other stakeholders in the process of reducing bureaucracy on the European level.
Until 31 January 2009 everyone can enter this competition by submitting good ideas and thus contribute to reducing red tape in the EU. In order to submit your idea, please use following link.

Entries will be assessed on the following criteria:
• originality and degree of innovation
• feasibility (i.e. potential for simple and quick implementation)
• reduction potential (i.e. how much businesses could save; sometimes relatively small burdens can be more irritating than more costly ones;
this will also be taken into account)
• transferability of possible solutions to other areas/other Member States
Please note that ideas to reduce administrative burdens that originate exclusively from national, regional or local legislation are not eligible.
The Jury will be headed by Günter Verheugen, Vice-President of the European Commission, and Dr. Edmund Stoiber, Chair of the High Level Group of Independent
Stakeholders on Administrative Burdens.
In addition, it will include representatives from other European Institutions, the SCM Network, the Bertelsmann Stiftung and the business world.
The Jury will select the three best ideas.
The three entrants with the best idea will be invited to attend the European Enterprise Awards ceremony on 13 May 2009 in Prague where the winner will be
announced.
The winner will have the opportunity to present him-/herself and his/her idea at this international event.

The Red Tape Reduction Award, is one of the five categories in the European Enterprise Awards, which rewards public authorities that have delivered red tape reduction
measures at a local, regional or national level.

In order to reduce administrative costs and thus boost the European economy, the Commission has set up a concrete action plan for on measuring Administrative Costs and reducing Administrative Burden. At the European Spring summit 2007, EU leaders agreed to the Commission's proposed legally binding target for cutting Community red tape by 25% before 2012. In order to take a transparent approach towards the implementing the Action Programme the commission has set up a “High Level Group of Independent Stakeholders on Administrative Burdens” (August 2007) chaired by Dr. Edmund Stoiber and joined as well by Ricardo Illy, former president of the AER.
