The Spanish Presidency will start at a difficult time. With the full ratification of the Lisbon Treaty the EU will be going through a series of institutional reforms, the most important ones being the appointments of the permanent President of the Council, Herman van Rompuy and of the High Representative of the Union for Foreign Affairs and Security Policy, Baroness Cathrine Asthon.
How are the upcoming trio presidencies are going to work together? Who defines the priorities and how will be the relationships between the trio presidency and the new Council President?
Content wise, the Spanish will have to deal with a variety of issues such as the impact of the economic and financial crisis, migration, security, climate change and sustainable energy. The budget review and the future of European Cohesion Policy are further topics fundamentally important to regions.
