
As the voice of the regions and a supporter for the development of regional democracy all over Europe, the Assembly of European Regions is together with Donetsk Regional Council organising a conference on effective regional governance in the Ukraine. The aim of the conference is to discuss current developments of regional democracy in Ukraine and to learn from the regional governance experience in other European countries.
Experts from AER members regions include: Rolf Vorburger, Coordination of External Affairs, State Chancellery, Canton St. Gallen (CH), Peter Bussjäger, Director of the Institute of Federalism and Head of the Office of the Land Parliament of Vorarlberg (AT), Jürgen Meinck, Ministerial Council, Hesse State Chancellery (DE), Xavier Arbos Marin, Dean of Faculty of Law, Girona University, Cataluña (ES). Among the speakers from the Ukrainian side will be V. Kuybida, Minister of Regional Development and Construction of the Ukraine and Arseniy Yatsenyuk, Chairman of the Verkhovna Rada. Invited guests are the heads and representatives of all Ukrainian regions.
Latest developments in the field of regional self-government in the Ukraine:
The question of how to organize and structure regional and local administration in the Ukraine has been topic of discussions since the proclamation of Ukrainian independence in the early 1990ies. In particular the relations between the central state and the regions, between the capital and the province and between richer and poorer regions have been crucial to the debates.
As part of the Ukrainian strategy for regional development a new Ministry of Regional Development and Construction was created in order to deal with the decentralisation reform in the Ukraine. In February 2008 the Ministry has adopted a Concept of the State Regional Policy
The Ukraine is actively supported by the Council of Europe’s Congress of Local and Regional Authorities which organised two seminars in the first half of 2008 in order to promote regional democracy in the Ukraine.

Ukraine is divided into 24 oblasts (provinces), one autonomous republic (Crimea), 479 rayons
