The primary responsibility of implementing the UN-Convention lies with the National Authorities at various levels. Effective and efficient implementation of the objectives of the UN-Convention requires strong and sustainable cooperation among both, regional and local authorities in Europe.

Objectives of the UN-Convention on the rights of people with disabilities at regional level

  • empowering people with disabilities for participation in society, including people with several disablities, while paying attention to the needs and interests of their families and carers;
  • mainstreaming the disability perspective into all relevant sectors of policy formulation;
  • enabling people with disabilities to participate fully in society by removing barriers;
  • nurturing public opinion to be receptive to the abilities of people with disabilities and toward strategies based on equal opportunities.
Handbook

This Handbook was drafted to assist the regions in the implementation of the Convention on the Rights of People with Disabilities. It will be updated with more detailed information regarding the four articles that are in the AER’s Working Group’s focus.

Developing a project?

During the last meetings of the working group , the decision to develop a project around the theme of awareness-raising was made.
We propose to develop a series of training sessions for regional politicians, officers and stakeholders on the UN-Convention on the rights of persons with disabilities. The aim will be to raise awareness of obligations created by the UN-Convention and to focus on awareness raising provisions.
The province of Istanbul proposes to take the lead of the above-mentioned project.
