On 23 June 2011 the European Commission launched together with the European Parliament the Joint Transparency Register for stakeholders engaged in EU policy making and influencing. (See EC press release).
The inter-institutional agreement between EP and EC sets out the basic principles, the structure and activities of the transparency register including the Code of Conduct.
Paragraph 13 of the interinstitutional agreement says:
"Local, regional and municipal authorities are not concerned by the register. However, their representation offices or legal bodies, offices and networks created to represent them towards the European institutions, as well as their associations, are expected to register."
Issue at stake:
The text of the interinstitutional agreement needs to be clarified as regards the registration of local, regional and municipial authorities and their representations. The EP and the EC promised to take this issue into account in the first revision of the agreement which is taking place now and which gives the regions the opportunity to clarify their status.
