Autumn session of the Institutional Affairs plenary took place in Paris at the kind invitation of the region Île-de-France. As usual the Standing Committee session took part during the bureau meeting in order to feed into the bureau debate. This time the Secretariat of the Institutional Affairs has chosen to invite Mr.   Alain Lamassoure, MEP and former French Minister for European Affairs, to discuss his report on the  implementation of European legislation (see below).

Apart from this discussion, the Standing Committee presented its last activities as well as the new work plan for 2009. Please find below the relevant documents.

Lamassoure Report

French President Nicolas Sarkozy has commissioned Mr. Lamassoure to draft a report on "European Citizens and Community Law Implementation". The report touches concrete problems citizens face in their daily life due to their increased mobility within the European Union. Lamassoure states that while borders have been falling “harmonious living in that common space is impeded by countless obstacles”.

The AER has discerned three valuable propositions in the report, important to the regions. The following position was adopted on IA's plenary, and a letter has been adressed to the French Presidency signed by AER President Michèle Sabban. Please find both documents below.
