Financing Regional Healthcare

With the challenges of health competencies devolution, demographic change and increasing healthcare needs arising, regions in charge of funding health systems will have to find new solutions. What are the levers for regions with healthcare responsibilities to finance their healthcare systems? AER Committee 2 is willing to investigate on these issues, to enable its member regions to exchange knowledge on this topic and to find out about innovative way to ensure their citizens an optimal health level.


Context

About 20 years ago, most European governments started a reflection on the level of decision taking in their health systems, the majority of which being until then dominated by the national state. Decentralisation was for many countries a crucial part in the reforms.
Advantages of regionalised health systems are acknowledged: they enable a better recognition of local realities and an increased adaptation of healthcare to the population’s needs. Also, in a number of cases, regional and local levels proved to have better capacities to integrated market mechanisms between service providers and backers.

Each European state has its own health funding system, developed over decades and that is part of the national cultural identity. In broad outline, European health systems are organised in three main categories:
Bismarck health systems, Beveridge health systems and mixed health systems (which apply mostly to Central and Eastern European countries, currently in transition).
Contribution mechanisms to finance healthcare traditionally include public and private funding, as well as out-of-pocket payments.

Euregio III - Improving The Use of Structural Funds Dedicated To Health

AER is currently a Collaborating partner to Euregio III, a project co-financed under European Public Health Programme. Launched in early 2009, Euregio III focuses on how regions use the EC structural funds to invest in health. 

The general objective of the project is to identify & share good practice and lessons learned for the effective use of Structural Funds for health and help reduce health inequalities among EU regions. It is a key resource to help Member States, regional and local authorities and actors to develop, apply and implement Structural Funds projects for health gain. EIII builds access to the practical know-how knowledge that regions have identified as a priority development for the 2007-2013 period.

Euregio III: Upcoming Events

To facilitate most effective use of these resources, DG SANCO has funded EUREGIO III to provide training masterclasses and workshops, aimed at those who may in any way be thinking of utilising Structural Funds for health and health service development.

The fourth Regional Master Class Programme on Health Investment in Structural Funds will take place in Lyon (F) on 6-8 September 2011.

Workshop on ‘Structural Funds & health improvement: reflections to date and the way forward’ (Brussels, 21 September 2011)

Final Conference of the EUREGIO III project (Brussels, 22 September 2011) The aim of the final conference is to review the key findings of the project and their implications in the context of emerging EU policy and planning for the next period. The conference will give the opportunity to discuss the necessary actions to be taken at SF management and delivery levels to influence SF policy planning and implementation for the 2014-2020 period at EU, national, regional and local levels. It will also present different ways in which the experience of and learning from EUREGIO III will be sustained.
