Presentation

Set up in 1985, The Assembly of European Regions (AER – www.aer.eu) is the largest independent network of regions in wider Europe, bringing together more than 250 regions from 35 countries and 15 interregional organisations. The AER is proud to be the political voice of its members, as well as the forum for interregional cooperation in liaison with the States and the European institutions. AER has its headquarters in Strasbourg (F) and another office in Brussels (B). AER representations are also present in Alba (RO) covering South East Europe and in Tunis (TN) dealing with our Euro-Mediterranean work. 

General information


AER is currently looking for AER member regions, willing to second a regional officer to work at the AER Strasbourg (F) or Brussels (B) office for a minimum period of 12 months.

The regional seconded officer will be employed by his/her original administration body on the base of a statutory or contractual framework and will still serve his/her employer during the time of his/her secondment. In this regard, the SRO employer promises to maintain his/her salary and to maintain the statutory or contractual link during the whole period of the secondment and to inform the AER from any change in the SRO situation. The employer also promises to keep the entire social rights of the SRO, in particular, in the fields of social security and retirement.The AER remains at all interested region’s disposal to discuss the details of the arrangements. Benefits for the seconding region & the successful candidate

Our experience shows that seconding officers to AER is highly beneficial for the region sending the officer and the officer him/herself. Indeed, during his/her stay at the AER Secretariat, the successful candidate will improve his/her knowledge about regional policies and best practices from a whole range of regions from wider Europe on many different topics. He/she will also gain first-hand experience in European decision-making and will put to practice/improve his/her lobbying skills. Moreover, the successful candidate will have a rare opportunity to expand his/her network of pan-European contacts and put his/her networking skills to practice. These new skills will be of great use for the sending region at the return of the officer.The successful candidate will be working in a multinational environment and with a professional team. The job in question is not only highly creative and rewarding, but it will also positively impact the successful candidate’s multitasking and organisational skills.It is understood that the job will require from the successful candidate a total investment in AER issues, impartiality and integrity.

  • Policy coordinator Committee 1 : Economy and regional development
    • Help in the settlement of the working programme of the committee
    • Writing of political positions and working documents
    • Lobbying activities on the committee priorities
    • Support in the organisation of statutory meetings and for priority-linked events
    • Monitoring European news on the committee issues
    • Assistance to Pole « regional expertise ».
  • Policy coordinator Committee 2 : Social policy and Public health
    • Help in the settlement of the working programme of the committee
    • Writing of political positions and working documents
    • Lobbying activities on the committee priorities
    • Support in the organisation of statutory meetings and for priority-linked events
    • Monitoring European news on the committee issues
    • Assistance to Pole « academics, institutional affairs and member relationship ».
  • Policy coordinator Committee 3 : Culture, Education, Youth and Interregional cooperation
    • Help in the settlement of the working programme of the committee
    • Writing of political positions and working documents
    • Lobbying activities on the committee priorities
    • Support in the organisation of statutory meetings and for priority-linked events
    • Monitoring European news on the committee issues
    • Assistance to Pole « secretariat and thematic coordination », especially for the issue on “AER in the world”.
  • Policy coordinator Press & Communication (help the team in charge of promoting AER visibility: relationship with the media, communication actions)
    • Help in managing the website and social networks of the AER
    • Assistance in graphics (ex. creation of brochures)
    • Writing and translating press releases
    • Organisation of public relation events / press relationship
    • Monitoring and information

 

General requirements

The ideal candidate will be able to demonstrate:

  • A broad understanding and a personal interest in European issues;
  • An understanding of the role of the regions in Europe;
  • Knowledge about European policymaking mechanisms and European governance;
  • Proven analytical and research skills;
  • Proven track records in the organisation and management of events and/or networks;

Employment conditions

 

This post is open for applicants seconded by regional governments members of the AER. The post requires frequent travel and would be based either in Strasbourg (F) or Brussels (B) – to be decided with the administration of origin.

The successfull candidate will have to live in the place of his/her secondment, ie Strasbourg or Brussels.

The applicant’s salary as well as all other potential benefits will be paid by his/her regional administration.

Starting date: to negotiate

Education: University and / or higher education diploma.

Experience: A minimum of one year of formal experience in working with the proposed fields at the regional and/or national, European or international levels

Language requirements:

  • Fluent English is mandatory (written and oral);
  • Solid knowledge of French is strongly recommended
  • Knowledge of German or another European language would be an asset.

Personal skills: Strong multitasking and organization skills; excellent communication skills.

Technical skills:

  • Strong IT skills (MS Office, Internet Explorer, social media);
  • Experience in managing websites would be an asset.
