Does your region have an action plan for emergency and risk management? Do you have a policy for preventing crises and disasters? Do you want to learn from other regions about what is the best way to be prepared, to prevent and to respond?

    Our network aims to:

    • Raise awareness and disseminate knowledge on successful strategies and tools for risk prevention and crisis management.
    • Collect information on best and worst practice
    • Encourage cooperation between AER member regions and with external partners
    • Stimulate the development of instruments and services specifically for emergency planning and response. 
    Emergency Planning Mandate
    FLINKMAN project

    The FLINKMAN project aims to improve flood risk management through the development of an overarching framework that allows all actors involved in flood management to be linked.
    More specifically, the project intends to improve the handling of best practices across the EU by the development of new support tools, to promote transnational cooperation with competent bodies in Europe and to develop existing civil protection modules further.

    The FLINKMAN project is led by the region of Central Macedonia (GR) but also involves the Province of Noord-Brabant (NL), the region of Hessen (D), the Balkan Environmental Center (GR) and the Sigma Consultants Ltd. (GR).


    It is co-financed by the European Commission under the Civil Protection Financial Instrument and will run from January 2010 until December 2011.

    As partner, the AER will disseminate information on the project’s progress and outcomes to AER members and will help the partners identify interested stakeholders that could contribute to the project.

    We are currently evaluating the AER Emergency Planning Network to develop a new strategy and work plan for AER activities in this area.Is your region active in this area? Do you have specific needs? We are interested in your ideas!

    If you wish to contribute and give your opinion on what we should focus on, please contact the AER Secretariat until the 5th May 2010.

    AER supports member regions in putting together project proposals and building partnerships.
