
In line with the European Year of Creativity and Innovation, the main focus concerning the applications sumbimtted in 2009 was placed on the following aspect:
- Creative approach of the regions in unleashing potential of young people;
- Regional activities fostering youth entrepreneurship;
- Empowerment in terms of social and political pariticpation.
The region of Somerset (UK) is awarded with the Most Youth Friendly European Region 2009:
The Jury expresses its appreciation for the complete and comprehensive action developed by Somerset in order to foster, promote and instigate creativity, innovation and entrepreneurship with its young people. In implementing a broad variety of measures that bear an emphasis on the long-term perspective, Somerset adopts an inclusive approach to society and addresses disadvantaged groups at the same time as other cultures. The region itself demonstrates imagination, inventiveness and creativity in developing and designing initiatives underpinned by clearly defined objectives and regular self-assessment.

For the 2009 competition, which is also open to non-member regions, AER has declared creativity and innovation in combination with youth entrepreneurship the motto.
What is more thrilling than to imagine and to explore? And what is more thriving than to take it from there and to innovate and create?
Creativity and innovation can lead in many fields to new achievements and can improve lives. Entrepreneurship is a way and means for an individual to channel and shape the ideas he/she has nurtured. Entrepreneurship education can help in this by taming unbridled enthusiasm and avoiding inconsiderate risk taking, thus maintaining the drive and the creative flame.
While we can learn from the inventiveness and creative instincts of young people, they need our particular attention when it comes to facing economic reality. Not only that they will lack experience, information and financial ressources, but they will also need to identify and access the right networks and perhaps even to open new markets.
Regions are in the position to help through their development strategies by providing the necessary framework. They can assist by making information ressources and expert knowledge available, by providing funding, by generating opportunities for evaluation and feedback concerning feasibility and by stimulating coaching, peer-to-peer teaching and exchange of best practice.
